This article did not resolve my issue. We ran into this issue today after some patches were applied ipsc were security patches from October. For more information, see the Microsoft Knowledge Base article Resources for IT Professionals. Right now I am awaiting for account creation and I will log support ticket to Microsoft since this is painful issue.
